Starting with the new NMSS, it will only include 3 Divisions, as compared to the current NMSS which had 5. The Division of Fuel Cycle Safety and Safeguards (FCSS) will evolve to accommodate changes in the technology of the fuel industry. Bob Pierson will remain its Director. The Spent Fuel Storage and Transportation group will finally achieve Division status, no longer just a two-year project office for dual purpose casks. Bill Brach remains in charge. The Division of HLWRS evolves in anticipation of a license application from DOE at Yucca Mountain. Bill Reamer is retiring, and Lawrence Kokajko becomes the new HLWRS Director. And as you already know, the Office of State and Tribal Programs and two of the former NMSS Divisions (IMNS, WMEP) are combining to form the new Office of Federal and State Materials and Environmental Management Programs.H ( 02m.F ? 3380___PPT10.cߡ@  0   ,P (  ,^ , S  v     , c $$ǝ     F  The reorganization places the responsibility of ensuring the technical adequacy and consistency of materials program regulation across the country in FSMW under my purview. This includes the 20,000 specific licenses in operation, and the policy issues associated with facility decommissioning and uranium recovery also. I fully recognize that the 34 Agreement States already regulate about 80% of these licensees, and I look forwarding to working with each of you to leverage the best regulatory strategies to ensure safe and secure use of radioactive material across the country. Just a few weeks after the reorganization was announced, Janet Schlueter and Scott Moore met with State leadership from OAS and CRCPD earlier this summer to address comments and concerns raised about the reorganization. Their meeting walked through the proposed office and division titles and the functional statements for what was then the Office of National Materials Program. The States expressed several valid concerns. We believe that the new title, and the new functional statements address these concerns. Specifically, we now include the word  State in both the Office title, and in the title of one of the FSME Divisions. Also, we made substantive and editorial adjustments to the functional statements to clarify responsibilities and to provide more management focus on state issues. 6j0/Bah H , 02m.F ? 3380___PPT10. 0 0(  0^ 0 S  v    0 c $̝     > Shifting to the new NMSS, although it has retained its original title, its regulatory authority changes as the old IMNS and WMEP leave NMSS. Jack Strosnider and Margaret Federline continue to lead NMSS. The reorganization clearly shifts the focus of NMSS, allowing it to evolve along with the changing regulatory climate. NMSS retains authority for the nuclear fuel cycle (both the front end and back end) with uranium processing and enrichment activities in FCSS, and with transportation and spent fuel storage in SFST, and all of the issues associated with a review of a HLW repository license application in the Division of HLWRS. There are a number of technological and industrial changes taking place within these areas, and NMSS believes it will be better positioned to address them in the new organizational structure.,  H 0 02m.F ? 3380___PPT10.PIF} 0 4(  4^ 4 S  v    4 c $     Compared to the old STP and NMSS functions, the basic functions have not significantly changed, although the placement of the functions within a new Branch or Division has changed. We think one of the keys to success is to communicate. About two years ago, we had a somewhat similar change within the materials program when we combined our Region II materials program with Region I under George Pangburn. George knows the importance of communication during these types of reorganizations. He communicated with the licensees, with the former RII staff, and with the RI staff to anticipate the challenges. This helped to reduce the stress levels of all concerned. I think the same lesson applies here. We know it is important to communicate with our own staff and with all of our key stakeholders (especially the States and the Tribes) to let everyone know that our core values and fundamental regulatory approaches are not changing. Dennis Rathbun will lead the Division of Intergovernmental Affairs and Rulemaking. His Deputy will be briefly filled by Tom Essig, who is soon to retire.
